Underground Coal Gasification (UCG) is a process for

नमामि गंगे परियोजना: गंगा बचाने के 7 नए सरकारी तरीके

7 जुलाई को उत्तराखंड, बिहार, झारखंड, पश्चिम बंगाल, हरियाणा और दिल्ली में 231 परियोजनाओं की शुरुआत की जाएगी. इनमें से चार परियोजनाएं नदी को साफ करने से जुड़ी हैं.
★नमामि गंगे परियोजना के तहत वन लगाने और जैव विविधता केंद्रों को शुरू करने की योजना है. मई में सरकार ने इन परियोजनाओं के 2,446 करोड़ रुपये आवंटित किए थे.

★नमागि गंगे नरेंद्र मोदी सरकार की अहम परियोजनाओं में से एक है.

- गंगा हिमालय के ग्लेशियर से निकलती है और सबसे पहले हरिद्वार में यह मैदानी भाग से टकराती है. गंगा के प्रदूषण की प्रक्रिया यहीं से शुरू होती है. पहाड़ों में इस नदी पर कई जगह बांध बनाए गए हैं जिससे इसकी प्रवाह क्षमता पर असर होता है.
- साथ ही नदी किनारे बसे 118 शहरों का कचड़ा इस नदी में गिरता है. इसके अलावा औद्योगिक ईकाईयों से होने वाला प्रदूषण अलग है.

-★नमामि गंगे परियोजना के तहत इन सभी चुनौतियों से एक साथ निपटा जाना है. 7 जुलाई को 231 परियोजनाओं की शुरुआत की जाएगी. यह परियोजनाएं क्या हैं? इन परियोजनाओं को लेकर सरकार की भविष्य की क्या योजनाएं हैं? इन सब पर एक नजर.

1◆ योजना का मकसद गांवों के जरिये होने वालेे प्रदूषण को रोकना है. इसमें खुले में शौच करने पर रोक लगाना, श्मशान बनाना और कचड़े का प्रबंधन जैसी योजनाएं हैं. इसे 400 गांवों में शुरू किया जाएगा. इनमें से देश के 13 आईआईटी ने 85 गांवों को गोद लिया है. झारखंड के साहेबगंज जिले में सभी गांवों को इस योजना के तहत विकसित किया जाएगा.

जैव विविधता केंद्र
♂गंगा कई प्रजातियों का केंद्र है. मसलन नदी के प्रदूषण की वजह सेे गंगा में पाई जाने वाली डॉल्फिन को खतरा पैदा हो गया है. जैव विविधता केंद्रों की शुरुआत ऋषिकेश, देहरादून, इलाहाबाद, वाराणसी और साहेबगंज में होगी. साथ ही पांच सालों में 2,293 करोड़ रुपये की मदद से वन लगाने की योजना की शुरुआत की जाएगी.

3.सीवेज ट्रीटमेंट
♂गंगा नदी के किनारे बसे 118 नगर गंगा में 363.6 करोड़ लीटर कचड़ा प्रवाहित करतेे हैं. यह नदी को प्रदूषित करने वाला सबसे बड़ा प्रदूषक है. नदी किनारे बने कचरा प्रशोधक यंत्र या तो खराब हो चुके हैं या पूरी तरह से नष्ट हो चुके हैं.

★साथ ही इसे चलाने के लिए पर्याप्त बिजली की जरूरत होती है और स्थानीय निकायों के पास इतना पैसा नहीं होता. इससे निपटने के लिए सरकार ने निजी क्षेत्र को आमंत्रित किया है. इस क्षेत्र में पैसा लगाने को इच्छुक कंपनियों के लिए मंत्रालय ने हाईब्रिड मॉडल तैयार किया है. हालांकि बिजली की समस्या अभी भी वैसी ही बनी हुई है.

4नमामि गंगे के लिए नया कानून

♂नेशनल गंगा रिवर बेसिन अथॉरिटी यानी एनजीआरबीएस की बैठक में जल मंत्री उमा भारती ने कहा कि नदी को साफ करने के लिए नए कानून बनाए जाएंगे. एनजीआरबीए के सदस्य जस्टिस गिरिधर मालवीय के नेतृत्व में बनी कमेटी इस पर विचार करेगी.

5औद्योगिक प्रदूषण

★गंगा में कचड़ा बहाने के मामले में उद्योग पर कई तरह के प्रतिबंध लगाए गए हैं लेकिन इसकी निगरानी की व्यवस्था बेहद खराब है. इसे सुलझाने के लिए सरकार ने 508 प्रदूषण फैलाने वाले इंडस्ट्री की रियल टाइम मॉनिटरिंग की योजना बनाई है. नियमों का उल्लंघन करने वाले 150 उद्योग को बंद करने के लिए कहा गया है. उमा भारती ने हाल ही में कहा था कि प्रदूषण को नियंत्रित करने के लिए 113 रियल टाइम मॉनिटरिंग स्टेशन लगाए जाएंगे.

6 गंगा टास्क फोर्स

♂ मई 2016 में मिनिस्ट्री ऑफ डिफेंस ने गंगा की सुरक्षा के लिए चार बटालियन को तैनात किए जाने की मंजूरी दी थी. गंगा टास्क फोर्स पेड़ लगाएंगे और साथ ही नदी किनारे चल रहे प्रोेजेक्ट की निगरानी करते हुए लोगों में जागरुकता फैलाने का काम करेंगे. इनमें से एक बटालियन इलाहाबाद में तैनात हो चुकी है.
